경찰예산제도에 관한 연구
한국 경찰은 2007년부터 프로그램 중심의 예산제도를 도입하였는데, 이는 경찰 활동의 효율성과 생산성을 측정하고 개선하고자 하는 정부의 노력이라 할 수 있 다. 그런데 아직 성과중심적 예산 편성 제도가 정착되지 못했다. 경찰서비스에 대 한 수요가 증가하고 있으며 또한 형태가 다양해지고 있기 때문에 경찰예산은 이런 경찰서비스에 대한 수요변화에 의하여 결정되어야 한다. 이런 자원배분은 국민들 이 필요로 하는 경찰서비스를 제공하게 되어 사회적 후생을 만족하는 결과를 산출 하게 된다. 이와 같이, 봉급, 장비, 시설유지. 교육훈련, 연구 그리고 각종 제경비(여비, 통신, 임대)를 지불하기 위해서 모든 공공기관은 조직의 신경과도 같은 공공자금을 가지고 있어야 존재할 수 있다. 따라서 다른 공공기관과 마찬가지로 경찰조직도 공금을 그들 예산 기초로 해서, 보통 경찰업무의 고정된 항목보다는 다른 설비에 사용되고 있다. 공금의 획득과 집행에 따르는 예산구조 속에서의 체계적인 지출이 경찰재무관리의 핵심이며, 재무관리는 공공기관의 재원을 능률적이고 효과적인 방 법으로 기획․통제․활용하는 것이다. 이럼에도 불구하고, 경찰예산이 경찰수요에 맞 게 책정되지 않으면 국민들의 안전을 보장할 수 없게 되고 경찰관의 안전조차도 확보할 수 없게 된다. 공공예산은 정부에 의한 재정상의 계획으로 공공정책의 목표를 달성하기 위해 서 공공기관에 자금을 할당하고, 이를 기반으로 정부가 체계적인 예산을 편성해야 하고, 경찰 예산 운용의 문제로 기획 기능 취약, 비합리적 예산 편성, 경찰 예산 운 용의 내부효율성 문제가 있으며, 이를 위한 개선방안으로는 경찰 내 기획 기능과 예산 기능을 보강하고, 전문 인력을 충원하여 상호 연계될 수 있도록하며, 성과주 의 예산제도, 계획예산제도, 영기준 예산 제도 등 개혁적 예산 제도를 통해 효율 성에 입각한 예산 편성이 되도록 하며, 또한 적정 예산 편성과 합리적 운용을 위한 지속적 연구가 이루어지길 바라면서, 이를 위한 한 방법으로 현재 대외비로 되어 있는 예산을 공개하고, 아울러 외부의 비판과 통제를 겸허히 수용하는 자세를 가져야 하겠다.
A Study on the Police Budget System
Since 2007, the Korean police has introduced a program-based budget system, which is a government effort to measure and improve the efficiency and productivity of police activities. However, performance-based budgeting system has not yet been estavblished. As demand for police services is increasing and forms are becoming more diverse, police budgets should be determined by changes in demand for these police services. This allocation of resources will result in satisfying the social welfare of Dear so as to provide the police services needed by the people. In this way, all public agencies must have public funds to pay for salaries, equipment, maintenance of facilities, education and training, research and various expenses(travel, communications, lease). Since public funds are the nerves of public organizations, public institutions can not exist without public funds. Therefore, as with other public agencies, the police organizing fund is based on their budget. So it is usually used in other facilities rather than fixed items of police work. Systematic spending on the budget structure following the acquisition and execution of public funds is at the core of police financial management, and financial management is the planning, control, and utilization of public agency resources in an efficient and effective manner. In spite of this, if the police budget is not appropriated to police demand, it will not be able to guarantee the safety of the public, and the security of the police officer will not be secured. In order to achieve the objectives of the public policy, the public budget should be allocated to the public institutions in order to achieve the goals of the public policy, and the government should organize the systematic budget based on the budget. And the internal efficiency of the police budget management. In order to improve the efficiency, it is necessary to reinforce the planning function and the budget function in the police, It is hoped the reform budget system, including the performance-based budget system, the planned budget system, and the zero=based budget system, will ensure that the budget is based on efficiency and that continuous research for appropriate budgeting and rational operation will be conducted. We must open the budget that is now confidential and humbly accept external criticism and control.
