순직ㆍ공상경찰공무원의 복지향상을 위한 공무원 재해보상법
본 연구는 2018년 3월에 만들어진 공무원 재해보상법에 대해 심층 분석한 것이다. 본 법은 6개월 후인 2018년 9월 21일 시행에 들어간다. 그동안 위험직무를 수 행하는 경찰 및 소방공무원들이 순직·공상을 당한 경우 충분한 보상을 받을 수 없어서 그 가족들이 큰 어려움에 직면해 있었다. 본 법은 국민의 생명과 재산을 지켜주다가 정작 본인이 순직이나 공상을 입고 어려움에 처한 사람들에게 국가적 차원에서 보다 많은 보상이 주어지도록 배려하는 법이라는 점에서 그 가치가 있 다. 본 연구에서는 공무원 재해보상법을 살펴보고 경찰공무원의 기금 조성, 순직 공상경찰공무원을 위한 민간 후원 조직단체 발족, 경찰 관련 학회 중심의 후원회 창설, 경찰장비개발, 경찰관의 체력 강화를 위한 직무교육 확대, 주취자에 대한 가중처벌 강화 등을 추가적인 개선방안으로 제시하였다.
