유럽 8개 국가 경찰 인사제도 비교 및 시사점 - 러시아, 영국, 독일, 네덜란드, 스위스, 아일랜드, 스페인, 이탈리아 경찰제도의 비교를 중심으로 -
이탈리아) 경찰 인사제도를 비교해 보고 우리나라 경찰 인사제도 개선방안 을 제시하는데 그 목적이 있다. 본 연구의 기초자료는 비교경찰제도론(우공출판사, 2014년 개정 2판, 신현기 저) 내용을 주로 인용하였으며 최근의 각종 통계와 보도자료 및 선행연구를 참고 하였다. 유럽 8개 국가의 경찰제도를 인사제도 중심으로 비교하고 우리나라 경찰 인사 제도 개선방안을 다음과 같이 제시하고자 한다. 첫째, 경찰공무원 선발과정에 인성검사를 실시하여 시민의 신뢰와 인권을 존중 하는 인재를 선발해야 한다. 둘째, 우리나라 경찰공무원 채용 시험에서 논술형 출제방식을 도입하여 단순한 지식, 암기력 테스트를 통해 선발하는 방식을 보완한 종합적인 사고능력, 판단능 력, 문제해결능력을 평가하는 시험제도가 필요하다. 셋째, 순경, 경장 등 하위직 경찰관들 중에서도 뛰어난 능력을 발휘하여 경찰발 전에 크게 기여했다고 인정되는 경우에는 경위 또는 경감으로 특별 승진할 수 있 는 제도 마련이 필요하다. 넷째, 타 부처 공무원들이 경찰공무원으로 전직할 수 있는 다양한 경로를 마련 하여 능력 있는 인재를 경찰공무원으로 발탁할 수 있도록 제도 마련이 필요하다.
Comparison of Police Personnel System in 8 European Countries and Implications : Focusing on the comparison of the UK police systems and Russia, Germany, Holland, Switzerland, Ireland, Spain, Italy
The purpose of this study is to compare police personnel systems in eight European countries (Russia, England, Germany, Netherlands, Switzerland, Ireland, Spain and Italy) and suggest ways to improve the police personnel system in Korea. The basic data of this study cite the contents of comparative police system (Woogong Publishing House, revised 2nd edition of 2014, Shin, Hyun - Ki) and refer to recent statistics, press releases and previous research. We compare the police systems of eight European countries with those of the human resources system and suggest ways to improve the police personnel system in Korea as follows. First, we must select people who respect the citizens' trust and human rights by conducting personality tests in the selection process of police officers. Second, it is necessary to introduce the essay - type method in the police officer recruitment test in Korea and to test the comprehensive thinking ability, judgment ability, and problem solving ability which complement the method of selecting through simple knowledge and character test. Third, it is necessary to establish a special promotional system for police officers who have contributed greatly to the development of police by superior ability among police officers such as policeman and senior policeman. Fourth, it is necessary to establish a system that can arrange a variety of paths for civil servants of other government departments as police officers, so that capable human resources can be selected as police officers.
