Operated on an unmanned control basis, drones were originally used as offense weapons. In today's human cultural life, however, they serve across various private sectors including the delivery of logistics, patrol activities, human rescue, surveillance for forest fires, and farming. The spread of drones in the private field has been driven by active investments into their research and development led by private companies. Private drone manufacturers in China and the U.S.A. have begun to supply commercial drones at realistic prices in the private market. As the public media and news agencies use images shot by drones, they have been known and spread to the public in full scale. This study set out to examine the current drone technologies whose development was led by the private sector and compare and analyze advanced research and foreign cases. It proposed activation plans for private drone-based preventive patrol parties in the nation including the supply of unmanned drones for crime prevention and manpower shortage solution in alienated areas and patrol and surveillance in large jurisdictions. As drones were provided to public peace centers in jurisdictions with many blind spots such as alleys as well as in alienated areas, they would help to prevent crimes. In addition, when a controller was able to manage many drones with a ground control system, it would help to solve the shortage of patrol manpower and manage manpower more efficiently. The study was organized as follows: Chapter 2 reviewed researches on the actual activities of private drone organizations as well as the future prospects of public peace drones, the current state of private drone organizations across the nation, and the efficient management of personnel and equipment. Chapter 3 analyzed the operational backgrounds of the private drone club proposed in the study. Chapter 4 discussed plans to reinforce a private drone patrol party based on the club including the utilization of a private drone patrol party, expansion of local autonomy budgets allocated to drone equipment, and effects of reduced budgets for local patrol police, drawing conclusions. Drones were used for military purposes in their early days. In recent years, their uses are broad across various private fields including agriculture, delivery service, broadcasting, and personal leisure activities. They have been expanding the scope of their utilization, being combined with various advanced technologies. The findings of the study, which examined plans to activate a private drone preventive patrol party based on drone technologies, will help to activate drones in the maintenance of public peace in alienated areas in order to prevent all kinds of crimes through local patrol around urban alleys.
